Bring the 3 cups of water to a boil adding in 1 leaf at a time from the tree every 30 seconds once the water has begun boiling. Let this boil till the leaves have withered and the petals when lifted their scales are removed due to the boiling process at a medium high heat. Keep boiling then remove from heat once its consistency has become almost paste like.
