For those of you who don't know/don't care, Focus Energy is a move that temporarily boosts the chance of you getting a critical hit but not by much. However, in Generation 1, due to an issue with its programming, the move instead decreases your chance of getting a critical hit which one might consider pointless. However, due to critical hit chance being determined by the speed stat making Pokémon like Alakazam and Scyther crit machines, this can actually help them out. Critical hits in gen 1 ignore all stat changes, even the boosts you give yourself, which is why I find it could have a use.
Looking at the Pokémon I mentioned, Scyther, I have my best example. Scyther can learn the move swords dance which raises your attack by a substantial amount which is a very good thing if you can pull it off. However, scyther is also a super fast pokemon and thus crits like mad in gen 1 which ignores those attack increases. Therefore, by letting it know focus energy and using it every now and then between attacks that hit like a truck due to you using multiple swords dances, you actually end up doing more damage in the long run.
