The Enforcers make us believe that we live in a perfect community and they completely ignore the fact that some people don't like their children getting Birthmarked. The people who don’t like Birthmarks get taken outside of the Border to live with the people who are free. We call these people Unregistered. We are told that they are dangerous, wild. Some people don’t believe that but majority of them do. The Enforcers tell stories and some write books about the Unregistered. How they start riots for no reason, how they have absolutely no laws and how they kill and torture each other.
