Taken place in the 1940's where a conventional Awkward and loser like billionaire 'Thomas O'Brien' life changed after a car crash. He becomes an orphan, and is trying to maintain his families business and funds in a city called 'Happy Harbor' he becomes a vigilante to try and make a difference in his life and others.
Is he a hero? Is he adding to the chaos, is a key figure in what he wants to be? Can he make the streets safer during this time of depression across the globe in just this city? Can he find meaning through his actions or is he just a lowlife loser like everyone has described him as before.
