Meanwhile at the Rustylake Hotel, Mr.Owl falls into long silence. Originally, his choice of successor was Dale Vandermeer, and all of the events were arranged so that Dale can take over and utilize the power of the cubes slowly.

And that is the very reason why he put all his effort trying to force everything back to normal before it's too late. He is trying to change the main character of the journey back to Dale. But after Rose reporting the incident of Winston's corruption. He decides to prepare a backup plan. A testimonial to prove Winston's ability to take over the Rustylake.
Mr.Owl isn't a specific person, it is an idenity, a shell, a responsibility. No Owls volunteer to be Owls, they are all chosen including this Owl, including Dale and Winston.
Saying Mr.Owl has the responsibility to guard the Rustylake and fight corruption, it doesn't mean Owls need to fight with bare fists. Having the ability to utilize the power inside cubes is the main weapon to withstand before corruption.
The fact that the incident of the business card and Mr.Owl sending Rose to help with the power of the cube is the strongest evidence of a lethal game between corrupt and Owl.
There is no other way round, either the timeline crrect itself and Dale successfully gets into the investigation, or Winston becomes the one who walks on the trial toward Rustylake. Mr.Owl can no longer affect much of the current timeline as it grants permission to corrupt to strike back. He bet all his hope on Rose and Winston, he is now only an observer.
