One of my personal mottos for writing is "never waste a villain". A good villain sets the tone for the whole story. Star Wars needs Darth Vader (and Darth Sidius). LotR needs Sauron. The Belgariad needs Torak. One of the biggest issues with the new Star Wars actually (in my opinion) is that the villains were weak. Kylo Ren was basically an angry emo child, Captain Phasma is defeated immediately and gets practically made a joke of, and General Hux is an emotional windbag. Literally none of them are powerful, intimidating, or even cool in any way. Thus, when the protagonists defeat them, it's just kind of like "Huh. Yeah, I guess I expected that"; there's no sense of accomplishment because there wasn't much of a hurdle for the hero to climb.
That's why I always try to make my villains as epic as possible, and make sure that, even if they're not likable, they're still darn cool in their own twisted way. And that's Chief, the leader of the Cutpurse bandits. He's calm and collected, cunning and cruel, and most importantly, he's strong enough to take on the entire protagonist's party by himself. I can't say much more because spoilers, but for something of the first monumental challenge the party will encounter, I wanted to make sure he embodied all I love in a good villain.
Class-wise, he's a Defender class, an unusual choice for a villain. However, whereas the heroes fight with either proficiency in video-game combat or proficiency in real-life athleticism, Chief is both skilled at BRYZ's combat system, and at genuine, real-life combat. The Pugilist class allows the user a perfect mix of defending and attacking by granting them a half-shield spiked gauntlet on each arm, which they can both block and punch with. Plus, the damage they block is stored up in their shield, allowing them to release it for massive damage on their next hit.
Design-wise, Nor went with a combination of military-surplus and gang-war fashion, combined with functional metal greaves to protect wherever his shields can't, adding that fantasy twist. I like that his design still looks cool enough to be a last-boss, but doesn't look too eccentric for someone of his real-world life path to wear. For those that don't know, Memento Mori is Latin for "Remember you must Die", which I think is fitting for his role.
